I remember I've seen this bug before.... I don't remember if it was in one of Gopher's let's plays or in one of my older saves.
I couldn't find anything when i Googled it. Have any of you seen this bug before and do you know how to fix it? They are not always gone, but they do disappear and reappear.

A timed exclusive, Dead Money was released on December 21, 2010, for Xbox 360 and was later released for PC and PlayStation 3 on February 22, 2011. Dead Money is set in the Sierra Madre, an opulent and extravagant resort near the Grand Canyon that would have been the greatest casino in the west, had it ever been opened. A core ESM to carry over choices and events between my mods. You may ask why am I releasing this before even having a second quest mod? Since I was a big ignorant with fixing issues on The Caravan Tournament, I have to upload this as a required file.
This is my first time trying to mod fallout new vegas. I saw the new California mod and wanted to try it out. So I downloaded vortex for the mod manager and downloaded the files for the mod and a FNV 4gb patch. Now every time I try to start it up it says I'm 'missing masters'. It says the new California dlc control.esp depends on. If 'No', open the 'FOOK v1-13 ESM and ReadMes' folder and locate the two files: 'FOOK - New Vegas DLCs.esm' and 'FOOK - New Vegas DLCs.esp'. Delete both of these files.Note that if you install the official DLCs in the future, you'll need these two files, so you will have to redownload/reinstall the 'FOOK v1-13 ESM and ReadMes' archive.
